If a person sees feral cats in their neighborhood they should immediately call animal control.  Cat owners should provide treatment against feline flea infestation to their cats.  Cat owners should never leave a cat behind, thinking it will be better off because it can fend for itself.  Think of the children that will undoubtedly become host to any number of parasites because a feral cat has now invaded their neighborhood.
